Economist from the Universidad de los Andes with a master’s degree in International Public Policy from Johns Hopkins-SAIS. He is also co-author of the books ‘The Orange Economy’ and ‘The No Collar Economy’.
He is vice minister of Creativity and the Orange Economy, and until the end of August he was serving as Presidential Advisor for Economic and Strategic Affairs. He has 17 years of experience in issues related to the design, implementation and evaluation of public policies for the development of creative entrepreneurship and the appropriation of new technologies.
In the past he served as Director of the TicTac, the think tank of the Colombian Information Technology and Telecommunications Chamber.
He was a consultant to the Division of Cultural Affairs, Solidarity and Creativity of the Inter-American Development Bank (IDB) Director of the Ibero-American Copyright Observatory (ODAI) and ‘Developing Creative Economies Program Manager’ of the British Council in London.
Buitrago had already been linked to the Colombian Ministry of Culture as Coordinator of the Economy and Culture Program, a position from which he helped develop the Colombian Culture Satellite Account (the first of its kind in the world), as well as in the design and negotiation of the Cultural Reserve of Colombia in the Free Trade Agreement with the United States (establishing a model that thereafter the country would continue to use in other international trade negotiations).
